Carb question on Vanguard

What is that elbow tube coming off the carb, should there be something attached to it???

puzzled by this myself after taking a good look at the carb this weekend. my friend told me it is blocked on the throat end of the carb and does nothing is this correct? it certainly is sealed off.

A vent that they don't use.. must be vented internally to the carb throat

Nothing hooks up to the tube i had the same question, and called briggs and thats what they told me.
