Absolutely. Get rid of that lock screw and replace it with a set screw. That will give you much more clearance. If you need even more clearance, punch a new hole in your air cleaner housing to relocate the tupe. Go to your local hardware store and get a solid rubber grommet to plug the old hole.That angle looks to be the screw itself, a shorter screw?
curtis, if your throttle is not springing back, it could be a week return spring(replace spring) or a seized cable(lubricate or replace) or like my old cable it had frayed and was binding.(replace cable)
