I should have said no load (ie with the tires off the ground) or better yet, with the engine cover/firewall removed you should be able to watch it as you drive around.
I remember riding with racerone3 when his clutch was doing something similar and he was able to watch it while revving the motor.

For your sake, I hope that your driven clutch is not frozen up. I am going to roll the dice and pray that the three I am using are not frozen.
If they are, you will likely have to remove the entire shaft and tear it down. In the process, you may find warbled out holes for the shear pins as well as warbled out holes in the steering clutch hubs themselves. Then, you might find a dangerously low amount of clutch material. Moving on, the engaging springs may have lost some of their tensile strength over the years. After all of that, you will get to the driven clutch and for the life of me, I have not been able to get any of my driven clutches off the shaft (even with soaking in penetrating oil, heat and a pneumatic press).
Sorry to rain on your already flooded parade, but I hope it is just a stuck steering clutch.
If there is a way to free up a driven clutch and check to see if it is operational, I too would be interested in hearing any tips.

Sorry to hear of your troubles! First Question i have is engine. With belt off does it run well when you open it up, does engine clutch close up? You'll have to pry it back if working! Next thing to check is driven pulley on steering clutch shaft. As if it has been setting it's probably stuck!!! It has to move as engine clutch moves. You can spray it down with penetrating oil and carefully use long screwdriver or pry bar to move and to free it up. If it won't move, you'll have to remove shaft assembly from machine and disassemble it. You can check steering clutches by turning tiller. You can see them disengage when you turn tiller. If stuck they won't move and tiller won't move much either. And this wouldn't let you turn. If their stuck you'll need another helper and you can try to unstick them by tapping on outer clutch cone with rubber hammer or such and turning while other is holding turning steering tiller. If no luck you'll have to remove and disassemble them.Last edited by Mike; 12-14-2009, 06:48 PM.

when you get the new plug try and look up what the spark gap is supposed to be someone on here might know but if its not right you could have that problem too its happened to me on a couple of engines. also plug the spark plug in and lay it on the engine to get a ground and pull it over and see if it has good spark.sigpic1969 Gip-Sea four stroke conversion 1983 honda Big Red 200E engine

It looks like the 13 or 16 hp honda clones are a popular choice, but I would rebuild the JLO and run it! They are super simple inside. If you have access to a small engine shop that will press the new bearings on the crank you could do the rest in your garage. I had a JLO 440 in a scorpion sled and after rebuild that was the most reliable snowmobile I ever owned. started first pull every time. Yanktons a little ways out there, but you could ship motor to Iowa Lakes Community College in Emmetsburg, IA. The instructor there is a very good friend of mine and would be happy to overhaul it for ya
